Source Water Assessment and Wellhead Protection Recommendations

The City of Westminster is developing a source water assessment plan (SWAP) and wellhead protection program for the benefit and protection of the drinking water customers of the City.  This work helps us comply with federal Safe Drinking Water Act requirements, enforced by the U.S. Environmental Protection Agency (EPA) and the Maryland Department of the Environment (MDE).

The SWAP is one tool that may help the City plan for how to best protect our wells and groundwater recharge areas against the possibility of contamination. To accomplish this, we retained a qualified hydrogeological consultant (Advanced Land and Water, Inc.) to delineate the recharge areas, identify possible sources of groundwater contamination within those areas, and to develop recommendations for risk mitigation.  The consultant’s work has been reviewed by the City and by MDE.

Because some of those proposed mitigation measures in the draft SWAP report involve possible land use controls, property ownership interests in designated areas may be affected by the implementation of our consultant’s draft recommendations.  Copies of the draft SWAP document are available for download using the links below.  You may also inspect the document at City Hall.
