Manager - Gary Ehlers
Mr.Ehlers first came to the Office of Housing in 1988 when he served as the Section 8 Housing Inspector.  He has spent 20 years as a General Contractor for residential and light commercial construction.  He has an extensive background in telecommunications and information systems management.  He has a B.A. in Political Science from the University of Maryland,  Baltimore County, and a M.S. in Management from the University of Maryland in College Park.

Community Development Specialist - Sandra Ebaugh
Sandy holds a B.S Degree in Business Management from Mount St. Mary's University, and is currently pursuing her MBA. Sandy is a Certified Housing Counselor, Notary Public for the State of Maryland, and is the contact for Home Ownership opportunities in Westminster.

Program Administrator and FSS Coordinator - Cindy Valenzisi
Cindy came to the City in 2003 as the FSS Coordinator for the Section 8 HCV program.  Cindy added the Program Administrator title to her job in 2006, and is responsiblke for the day to day operations of the Section 8 program. She speaks fluent Spanish and holds a Bachelor's degree fromYork College.

Rehabilitation Coordinator - Pat Hill

Pat joined the City in 2006 to manage all aspects of the City's special loan programs, and rehabilitation of City owned residences for resale as Affordable Housing.  Pat has an extensive backup in government operations, and construction management.

Housing Inspector - Victor Lewis

Victor joined the City in 2006 after a long career in Housing Inspections and Code Enforcement.  He is responsible for obtaining compliance for Section 8 Housing Quality Standards, and various aspects of the Section 8 program.

Housing Specialist - Brenda Marrero

Brenda joined the Housing office in 2007 in a newly developed position.  Brenda is responsible for the addition of members to the Section 8 HCV program.  Brenda is fluent in Spanish, and is currently working on her college degree.
