AFFORDABLE HOUSING

The City of Westminster is challenged by the problems associated with growth management, not the least of which is balancing the available housing stock so there is adequate housing in a range of prices so affordable housing is available to all our citizens.

In an effort to ensure our citizens have services available along a continuum of care for housing related needs, the City of Westminster Office of Housing and Community Development works with Human Services Programs of Carroll County, Inc. to provide services to the homeless. The City contributes directly to the operation of the Shelter for Homeless Intact Families, and indirectly to the Men's, Safe haven, and Women and Children's shelters. We are also working to increase the amount of resources available for the prevention of homelessness.

The City is also developing housing for special populations, such as the low income elderly who are trying to stay independent. Our partner in this effort is Family and Children's Services of Central Maryland.

Westminster has a variety of rental housing, ranging from converted residences to new construction multi-family housing in a variety of price ranges. In order to maintain housing quality, the City of Westminster Property Maintenance Code is enforced by city staff.

The State of Maryland offers a full range of financing options for creating or rehabilitating rental and owner occupied housing. The Office of Housing and Community Development works with local owners and investors to access the financing for Westminster properties.

The City of Westminster has created a variety of home ownership programs to aid low and moderate income renters become homeowners. Over the years, we have offered second mortgages to families, created a subdivision with partners from the private sector.

Most affordable housing programs are developed in response to community need and in partnership with private businesses, nonprofit agencies, governmental agencies, and other community partners. We welcome new partners at any time.
