Finance Department

The Finance Department is responsible for a variety of administrative functions for The City of Westminster. All aspects of accounting are carried out through the Finance Department including payment of all invoices and the receipt of all monies. Payments which the City may receive include real estate, business and personal taxes, miscellaneous invoices, and water and sewer utility bills. The financial records of all departments are compiled by the Finance Department and must be segregated from each other (General Fund, Sewer Fund, Water Fund, Public Housing Assistance Funds as well as special funds as necessary).

Preparing the annual budget is also a function which is undertaken by the Finance Department in cooperation with the Police and Planning and Public Works Departments. This process starts in early January and is not completed until mid-May.

The Finance Department is responsible for preparing the annual audit in cooperation with an independent auditing firm. The process is on-going year round with the major part of the work completed during July, August and September.

Human Resources functions, including recruitment of new employees, employee benefits administration, and payroll are part of the responsibilities of the Finance Department. For more information on the City of Westminster's Human Resources Office, click on the Human Resources page.

There are many other things that the Finance Department does including investments of reserve funds, coordination of insurance programs such as property, liability and worker's compensation. Asset records for all funds are maintained as well.
