MINUTES OF PLANNING AND ZONING COMMISSION MEETING
December 9, 2004
A meeting of the Westminster Planning and Zoning Commission was held at Westminster City Hall, 1838 Emerald Hill Lane, on the evening of December 9, 2004 at 7:00 p.m. Members Albert, Graham, Palmer, and Beaver; Director of Planning and Public Works Beyard; City Attorney Walsh; Manager of Planning and Development Davis; Assistant Town Planner Fisher; County Planner Graf; and members of the public were present.
On motion of Mrs. Albert, seconded by Ms. Graham and duly passed, the minutes of the meeting of October 14, 2004 were approved as presented.
Mr. Fisher presented the 3rd Amended Development Plan for St. John’s Catholic Church. Mr. Beaver recused himself from the discussion and subsequent vote. Mr. Fisher stated that the plan proposed several improvements to the site, including a ballfield, additional parking spaces, and modifications to the old sanctuary. The plan also shows improvements to the access point on Monroe Street. The Commission then reviewed the traffic circulation pattern and landscaping for the project. On motion of Ms. Graham, seconded by Mrs. Albert, the 3rd Amended Development Plan for St. John’s Catholic Church was conditionally approved, subject to agency review and comment.
Mr. Fisher presented the Final Plat for the Village of Meadow Creek Section Two. Mr. Fisher stated that the plats would create the final 78 lots approved as part of the Preliminary Plan for the Village of Meadow Creek. The plats would also create the final 2.41 acres of open space required of the project. The applicant utilized the Residential Cluster Subdivision provisions in the Zoning Ordinance in the layout of the site. Mr. Fisher noted that the westernmost lots abutting unimproved property zoned “R-20,000” Residential conform to the minimum setback and lot size requirements of that zone. Mr. Fisher stated that the plats are in conformance with the approved preliminary plan. Several members of the Commission then asked questions seeking clarification of the technical requirements of a final plat. On motion of Mrs. Albert, seconded by Mr. Beaver, the Final Plat for the Village of Meadow Creek Section Two was conditionally approved, subject to agency review and comment.
The Commission considered Zoning Text Amendment No. 04 – 4 “Airport Hangars in the I-R zone” for a recommendation to The Mayor and Common Council. Mr. Gary Horst, an administrator with Carroll County Government, made a presentation regarding the need for the amendment. Mr. Horst stated that the Carroll County Regional Airport was undergoing a master planning process in conjunction with the Federal Aviation Administration. Through that process, the airport identified a need to provide hangars to house corporate jets and accompanying office space for staff and flight crews. Mr. Horst stated that available land was extremely limited on the existing airport grounds, but that a consultant had demonstrated that several hangars could be constructed on I-R zoned land immediately adjacent to the airport. Mr. Beyard stated that the County had drafted the text amendment filed for consideration by the Commission. On motion of Mrs. Albert, seconded by Ms. Graham, the Commission forwarded ZTA. No. 04 – 4 “Airport Hangars in the I-R zone” to The Mayor and Common Council with a favorable recommendation.
Mr. Beyard introduced Mr. Matthew Davis, AICP, as the City’s new Manager of Planning and Development. Mr. Davis stated that he was looking forward to working with the Commission on upcoming projects.
On the motion of Ms. Graham, seconded by Mr. Beaver and duly passed, the meeting was adjourned at 7:20 p.m.
