MINUTES OF PLANNING AND ZONING COMMISSION MEETING
May 12, 2005                            

A meeting of the Westminster Planning and Zoning Commission was held at Westminster City Hall, 1838 Emerald Hill Lane on the evening of May 12, 2005, at 7:00 p.m.  Members Beaver, Graham, Albert, Palmer; Manager of Planning and Development Davis; City Attorney Walsh; County Planners Daly and Graf and members of the public were present.  Commissioner Palmer served as chair of the Commission.

On motion of Ms. Graham, seconded by Mr. Beaver, the minutes of the Westminster Planning and Zoning Commission of March 10, 2005 and April 14, 2005 were approved. 

Mr. Davis presented the Preliminary Plan and Final Plat for the Kate’s Cove subdivision.  The subject site is located on the west side of Schaefer Avenue north of Ward Avenue.  The final plat will create two lots and divide an existing double house into separate dwellings available for individual sale.  All outstanding comments had been addressed.  Upon separate motions by Ms. Graham, and seconded by Ms. Albert, the Commission unanimously approved the Kate’s Cove Preliminary Plan and Final Plat. 

Carroll County Planners Daly and Graf presented the County’s presentation of the draft Westminster Environs Community Comprehensive Plan dated April 2005.  Ms. Daly reminded members that the County would be conducting a community meeting on Monday, May 16, 2005 at Winter’s Mill High School Cafeteria from 6:30 –8:30 p.m. That community meeting would provide the public with an additional opportunity to review the revised proposals dealing with the draft Plan, speak with staff and provide written comments.  Ms. Palmer requested that the City have staff attend the community meeting in order to continue cooperation between the County and the City.  She also requested that City staff keep the Commission apprised as to the results of that community meeting. 

Ms. Palmer requested that staff review a temporary advertising device located in front of a commercial establishment on East Main Street to determine its compliance with City requirements.

On motion of Ms. Graham, the meeting adjourned at 8:30 p.m.
