MINUTES OF PLANNING AND ZONING COMMISSION MEETING
March 14, 2002
A meeting of the Westminster Planning and Zoning Commission was held in City Hall on the evening of March 14, 2002, at 7:00 p.m. Members Palmer, Beaver, Bair and Ferguson; Chairman Wiskeman; Town Planner Siders; City Attorney Walsh; County Planner Moser; and members of the public were present.
On motion of Mr. Ferguson, seconded by Mrs. Palmer, the minutes of February 14, 2002 were approved as presented.
Chairman Wiskeman opened the public hearing on Zoning Text Amendment No. 02-1 Zoning with Conditions, Limitations and Restrictions at 7:04 p.m. Mr. Walsh stated this authority is granted to municipalities under Article 66B of the Annotated Code of Maryland. The proposed ordinance if adopted will grant The Mayor and Common Council the authority to impose conditions, restrictions or limitations in particular zoning or rezoning cases. Mr. Walsh stated the City already has this authority under the floating zones, however, this ordinance will allow conditions to be imposed in Euclidean Zones. Mr. Walsh stated this legislation cannot dictate land use. Chairman Wiskeman closed the public hearing at 7:15 p.m. On motion of Ms. Bair, seconded by Mrs. Palmer, the Commission favorably recommended Zoning Text Amendment No. 02-1 Zoning with Conditions, Restrictions and Limitations to The Mayor and Common Council.
Mr. Siders presented the site plan for WAWA which will be located at the intersection of MD Route 140 and Market Street. Mr. Siders stated that the proposed site will have a 5,740 square foot convenience store and will also have six gas pumping stations. On motion of Mrs. Palmer, seconded by Mr. Ferguson, the site plan for WAWA was conditionally approved subject to meeting staff recommendations and related agency approvals and the approval is applicant specific.
County Planner Moser summarized the plans for the Expansion of the Carroll County General Hospital and Windy Hills.
Under Commission Member Report, Ms. Bair asked how the High's store located at the intersection of MD Route 140 and Sandymount Road received approval from SHA for an access point on MD Route 140. Ms. Bair stated she was concerned with a large dirt area next to the new structure at the 140 Village Shopping Center.
