MINUTES OF PLANNING AND ZONING COMMISSION MEETING
March 11, 2004                        

A meeting of the Westminster Planning and Zoning Commission was held at Westminster City Hall, 1838 Emerald Hill Lane on the evening of March 11, 2004, at 7:00 p.m.  Members Palmer, Bair, Albert, Beaver and Chairman Wiskeman; Manager of Planning and Development Siders; City Attorney Walsh; County Planner Graf; and members of the public were present.

On motion of Ms. Bair, seconded by Mrs. Palmer, the minutes of February 12, 2004 were approved as presented.

Chairman Wiskeman opened the Public Hearing regarding Annexation No. 44 – International Senior Housing.  Mr. Siders summarized the proposed annexation near the intersection of Center Street and Gorsuch Road.  Mr. Siders stated that the applicant proposes the construction of 162 senior units.  The applicant also proposes the development of medical condominiums that will serve the residents of the development, as well as members of the public.  Mr. Siders stated that the site will have an access points on Gorsuch Road and Center Street.  Chairman Wiskeman closed the public hearing and the public record at 7:25 p.m.   On motion of Ms. Bair, seconded by Mrs. Palmer, the Commission forwarded a favorable recommendation for Annexation No. 44 – International Senior Housing to The Mayor and Common Council for its consideration.  

Mr. Siders summarized the Development Plan, Preliminary Plan and Final Plat for the Westminster Technology Park.  Mr. Siders stated that the developer of the 62.7955 acre tract proposes the subdivision into six lots for development as a high tech industrial park.  On motion of Mrs. Palmer, seconded by Mr. Beaver, the Commission approved the Preliminary Plan and Final Plat for the Westminster Technology Park.  Concurrently, the Commission forwarded a favorable recommendation regarding the Development Plan for the Westminster Technology Park to The Mayor and Common Council for its consideration.  Chairman Wiskeman recused himself from the discussion and subsequent vote. 

Mr. Beyard summarized the FY 2004-05 to FY 2009 – 10 Capital Improvement Program.  Mr. Beyard stated that the largest capital project under consideration this fiscal year is the construction of a new water treatment plant that uses membrane filtration technology.  The cost of the project is approximately $5.1 million.  On motion of Mrs. Albert, seconded by Ms. Bair, the Commission forwarded a favorable recommendation regarding the FY 2004-02 to FY 2009-10 Capital Improvement Program to The Mayor and Common Council for its consideration. 

Mr. Siders stated that the six-year City of Westminster Comprehensive Plan had been distributed for the 60-day review.  Mr. Siders stated that the Commission will be holding a work session on the Comprehensive Plan at its meeting of Thursday, April 8, 2004.

Mr. Beyard advised the Commission that The Mayor and Common Council will be hosting an Economic Summit on Saturday, March 13, 2004.  The purpose of the meeting is to discuss the long-term economic development strategies for downtown Westminster.

Ms. Bair inquired about the Liberatore’s sign located near the entrance to the 140 Village Shopping Center.  Mr. Siders stated that he would review this matter with the Zoning Administrator for any possible zoning violations. 

The meeting was adjourned at 7:20 p.m.
