MINUTES OF PLANNING AND ZONING COMMISSION MEETING

February 14, 2002

A meeting of the Westminster Planning and Zoning Commission was held in City Hall on the evening of February 14, 2002, at 7:00 p.m. Members Palmer, Beaver, and Ferguson; Chairman Wiskeman; Director of Planning and Public Works Beyard; Town Planner Siders; City Attorney Walsh; County Planner Moser; and members of the public were present.

On motion of Mr. Ferguson, seconded by Mrs. Palmer, the minutes of January 10, 2002 were approved as presented.

Mr. Siders presented the site plan for St. John's Catholic Church. Mr. Siders stated that the project proposes the construction of a 20,500 square foot building. Mr. Siders stated this new facility will be used to conduct church related functions. The existing church building will be used in some capacity; however, the membership is trying to determine what would be the best use for the existing building. On motion of Mrs. Palmer, seconded by Mr. Beaver, the site plan for St. John's Catholic Church was conditionally approved subject to meeting staff recommendations and related agency approvals.

Mr. Siders presented a draft copy of Zoning Text Amendment No. 02-1 Zoning with Restrictions, Conditions, or Limitations. Mr. Siders stated the proposed ordinance does not regulate land use, rather, the ordinance allows The Mayor and Common Council to conditionally zone or rezone property subject to restrictions, conditions, or limitations. Mr. Walsh stated the intent of the ordinance is to ensure that existing neighborhoods adjacent to proposed development will not be adversely impacted due to new development. Mr. Walsh stated, staff will schedule a Planning and Zoning Commission Public Hearing regarding Zoning Text Amendment No. 02-1 for its meeting of March 14, 2002.

Under Commission Member Report, Mrs. Palmer asked if the City would be interested in the two properties that are for sale on Pennsylvania Avenue. Mr. Beyard stated the City is very interested in the redevelopment of Pennsylvania Avenue.

Mr. Wiskeman presented the Strategic Plan for Baltimore City's West Side. Mr. Wiskeman stated that he attended a meeting which outlined the Washington D.C./Baltimore area proposal for the 2012 Summer Olympic Games.

The meeting was adjourned at 7:55 p.m.
