MINUTES OF PLANNING AND ZONING COMMISSION MEETING

February 12, 2004                      

A meeting of the Westminster Planning and Zoning Commission was held at Westminster City Hall, 1838 Emerald Hill Lane on the evening of February 12, 2004, at 7:00 p.m.  Members Palmer, Beaver and Chairman Wiskeman; Manager of Planning and Development Siders; City Attorney Walsh; County Planner Graf; and members of the public were present.

On motion of Ms. Bair, seconded by Mrs. Albert, the minutes of January 22, 2004 were approved as presented.

Mr. Siders summarized the Carroll County Master Plan for Water and Sewerage Text Amendment regarding the inclusion of the Cranberry Water Treatment Plant Upgrade.  Mr. Siders stated that in order to receive funding from the Maryland Water Quality Revolving Loan Fund, it is necessary to include this $5.133 million project in the text of the plan.  On motion of Ms. Bair, seconded by Mrs. Albert, the Commission certified that this project is in compliance with the City of Westminster Comprehensive Plan. 

Mr. Siders presented the site plan for Wakefield Overlook at Carroll Lutheran Village.  Mr. Siders stated that the applicant proposed the construction of sixty (60) cottages and two apartment buildings with a community facility which includes recreation opportunities.  On motion of Mrs. Palmer, seconded by Ms. Bair, the site plan for Wakefield Overlook at Carroll Lutheran Village was conditionally approved, subject to satisfying all agency comments.  Mrs. Albert noted her abstention from the vote.   

The meeting was adjourned at 7:20 p.m.
