MINUTES OF PLANNING AND ZONING COMMISSION MEETING
January 22, 2004
A meeting of the Westminster Planning and Zoning Commission was held at Westminster City Hall, 1838 Emerald Hill Lane on the evening of January 22, 2004, at 7:00 p.m. Members Albert, Palmer, Beaver and Chairman Wiskeman; Manager of Planning and Development Siders; City Attorney Walsh; County Planner Graf; and members of the public were present.
On motion of Ms. Bair, seconded by Mrs. Albert, the minutes of December 11, 2003 were approved as presented.
Chairman Wiskeman opened the public hearing on Annexation No. 54– Center Street Station. Mr. Siders summarized the proposed annexation of 5.4521 acres near the intersection of Center Street and Cranberry Road. If adopted it would be zoned B “Business” in the City. Chairman Wiskeman closed the public record at 7:02 p.m. On motion of Ms. Bair, seconded by Mrs. Palmer, the Commission forwarded Annexation No. 54 – Center Street Station to The Mayor and Common Council for its consideration with a favorable recommendation.
Mr. Siders presented the final plat for the resubdivision of Windsor Overlook. This would create two lots that front Maryland Route 31 and are the last two homes in the Ridge Terrace Annexation. Mr. Siders stated that the homes would have access via MD Route 31. On motion of Mr. Beaver, seconded by Mrs. Albert, the Final Plat for the Resubdivision of Windsor Overlook was conditionally approved, subject to satisfying all outstanding comments.
Mr. Siders presented the Final Plat – Plat ‘M’ of the West Branch Trade Center Lot 7. Mr. Siders stated that the 2.3805 acre lot is located at the intersection of Tech Court and West Branch Road. The zoning of the property is I-R “Restricted Industrial.” The applicant proposes that a cabinet manufacturing facility will locate on the site. On motion of Mrs. Palmer, seconded by Ms. Bair, the Final Plat – Plat ‘M’ of the West Branch Trade Center Lot 7 was conditionally approved, subject to satisfying all outstanding comments.
County Planner Graf provided the Commission with an update on the expansion of the Carroll County General Hospital and the proposed relocation of TSC. The Commission expressed concern with the two (2) proposed access points to MD Route 140 for the relocated TSC. Mr. Siders stated that the City would express its concern with that proposal.
Ms. Bair stated that she was concerned with the Liberatore’s sign located at the entrance to the MD 140 Shopping Center. Mr. Siders stated he would look into it.
Ms. Bair asked about the home being constructed on Willis Street and whether or not it meets the side yard setback requirements. Mr. Siders stated that he would look into whether or not a variance was granted for the site.
Mrs. Palmer asked about the proposed Methadone Maintenance Facility at 265 East Main Street. City Attorney Walsh noted an appeal of a decision by the Zoning Administrator had been made to the Board of Zoning Appeals and the hearing was scheduled.
