MINUTES OF PLANNING AND ZONING COMMISSION MEETING

January 10, 2002

A meeting of the Westminster Planning and Zoning Commission was held in City Hall on the evening of January 10, 2002, at 7:00 p.m. Members Bair, Palmer, Beaver, and Ferguson; Chairman Wiskeman; Director of Planning and Public Works Beyard; Town Planner Siders; City Attorney Walsh; County Planner Moser; and members of the public were present.

On motion of Ms. Bair, seconded by Mrs. Palmer, the minutes of December 13, 2001 were approved as presented.

Mr. Siders presented the triennial update to the Carroll County Master Plan for Water and Sewerage. Mr. Siders stated that the Commission has a staff report and a very detailed description of the City's Water and Sewer infrastructure. Mr. Siders stated that staff recommends the reclassification of all properties that are located outside of the Corporate limits of Westminster that are currently in the W-3/S-3 (0-6 years) categories to the W-5/S-5 (7-10 years) categories. However, current development projects for properties located outside the corporate limits in the W-3/S-3 categories for which the City has entered into a Public Works Agreement (PWA) or has signed an Adequate Public Facilities Certification (APFC) will not be reclassified. Mr. Siders stated that this measure will assist the City to better plan for system expansion in the future. Mr. Beyard stated that in September 2001, The Mayor and Common Council held a work session to discuss how to better plan for future growth. As a result of this meeting, staff determined that this would be one method to achieve their goal of organized growth. On motion of Ms. Bair, seconded by Mr. Ferguson, the triennial update to the Carroll County Master Plan for Water and Sewerage was approved as presented.

Ms. Moser summarized the following plans: 1. Camelot Plaza; 2. Addition to Random House; 3. Montessori School; 4. Expansion of Church of the Open Door; 5. New Exhibition Center at the Carroll County Agriculture Center.

Mr. Walsh stated that he expected the appeal of the two variances granted to Furnace Hills Section IV to be dismissed.

The meeting was adjourned at 7:35 p.m. on motion of Mr. Ferguson, seconded by Ms. Bair, and duly passed.
