Minutes of City Council Meetings | Agenda for next City Council Meeting

 City Council 2005 The Mayor and City Council regularly meet on the second and fourth Mondays of each month at 7 PM in the Council chamber on the first floor of City Hall at 1838 Emerald Hill Lane. The public is welcome and encouraged to attend. Additional information may be obtained from the City Clerk, Ms. Laurell Taylor, at 410-848-9000. Copies of the agenda for upcoming meetings are available from Ms. Taylor on the Friday preceding each scheduled meeting. Citizens' comments are solicited at each meeting.

 Chiavacci

City Council President Roy L. Chiavacci, RHP

Roy Chiavacci served as Chair of the Greater Westminster Development Corporation, is a former member of the Westminster Planning and Zoning Commission, the Carroll County Board of License Commissioners and has been appointed to numerous other boards and commissions. In 1991, following twenty six (26) years of continuous service with the Maryland State Police, Mr. Chiavacci began his second career with Carroll Lutheran Village, a Continuing Care Retirement Community, located in the City of Westminster, where he serves as the Executive Vice President. While active with the State Police, Mr. Chiavacci was promoted through the ranks to Captain, a Command Staff position with responsibility for all administrative and operational aspects of a multi-faceted organizational unit within the Services Bureau of the Agency.

Roy has attended numerous training seminars and is a graduate of the Maryland State Police Academy, both the Texas Crime Prevention Institute at Southwest Texas State University and the National Crime Prevention Institute at the University of Louisville. His undergraduate studies in Political Science/Sociology were conducted at the University of Maryland, the University of Baltimore and Loyola College. In addition, Roy is a graduate of the University of North Texas and is currently enrolled in the Johns Hopkins University Certificate on Aging (COA) program.

Mr. Chiavacci also served as President of the Wakefield Valley Community Association and was first elected to the City of Westminster Common Council in May 2001. He was re-elected in May 2005 and currently serves as President of the Council, member of the Public Safety Committee and Liaison to the Parks Board. 

Roy lives with his wife Anna, and they have three sons and six grandchildren. They have been property owners in Carroll County for 35 years and have lived in Westminster since 1978.  Albert

Councilwoman Suzanne P. Albert

Suzanne is a native of Westminster and was first elected to the Westminster City Council in May 1995, on which she is currently chair of the Committee on Economic Development & Community Affairs and vice-chair of the Committee on Finance.  Suzanne also serves as the Council's Liaison to the Planning and Zoning Commission and Council of Governments. Suzanne is a graduate of the Women’s Hospital Nursing School (now GBMC), University of Baltimore and holds masters degree from Western Maryland College. She participated in Leadership Carroll and Leadership Maryland, Class 1996 and is a former member of the following: Nurse Practice Issues Committee of the State Board of Nurses, past District President of the Maryland Nurses Association, Governor’s Board of Drug Abuse Prevention and the Anne Arundel County Executive Board of Health Cost Review. Suzanne is active in the community as Past Board President of Carroll County Rape Crisis Intervention Services, St. John’s Roman Catholic Church Parish Council, Greater Westminster Kiwanis Club and Vice Chair of Westminster Women’s Club.   

Suzanne retired from 32 years State Service and has worked or volunteered in Long Term Care. She is an Academy of Excellence in Local Governance Fellow.  Wack  

Councilman Robert Wack

Councilman Wack was appointed to the City Council on January 27, 2003, filling the vacancy created by the resignation of former Councilman Greg Pecoraro. He was elected to his first term in May 2003 that will expire in May 2007. Dr. Wack currently serves as the Westminster representative to the Carroll County Cable Regulatory Commission, and is Chair of the Finance Committee. He also currently leads the Westminster Technology Task Force.  He lives with his wife and 3 children on West Green Street.  Utz

Councilman Kevin R. Utz

Kevin was elected to the Westminster City Council on May 9, 2005, where he serves as Chair of the Committee on Public Safety.  He also serves as Vice-Chair of the Committee on Economic Development and Community Affairs.  He is a native Carroll County resident.  Kevin graduated from the Maryland State Police Academy and served for nearly 28 years, retiring with the rank of Sergeant.   He served in the Aviation Division, the Frederick, Waterloo and Westminster Barracks and received numerous commendations  Kevin currently serves as the Chief of the Westminster Volunteer Fire Department where he has been a member for nearly 30 years.  Kevin is currently employed as a Fire Lieutenant/Safety Officer with the Johns Hopkins University Applied Physics Laboratory.  He has three children who reside throughout Carroll County.  His term expires in May 2009.  If you wish to contact Councilman Utz, you may send him an e-mail, send him a fax at 410-876-0299, call him at 410-984-8204.

   
  Pecoraro

Councilman Gregory Pecoraro

Greg Pecoraro was re-elected to the Council on May 14, 2007, after his appointment in 2005 to fill the vacancy created by the election of Thomas Ferguson as Mayor. Greg serves as Cahirman of the Committee on Economic Development and Community Affairs, Vice Chair of the Finance Committee, and Co-Chair of the Special Committee on Growth and Annexation. He is also one of the City's representatives to the Carroll County Council of Governments, and the City's liaison to the Carroll County Arts Coucil.  His current term will expire in 2009. Previously, Greg served on the City Council from 1994 to 2003.  Currently employed as an executive with a national non-profit association, Greg lives in the Cliveden Reach neighborhood with his wife  and daughter.

As a member of the Council, Greg brings with him an extensive background in public service at every level.  He has served as an Assistant Secretary in the Maryland Department of Transportation; Chief of Staff to the Baltimore County Executive, and as an assistant to U.S. Senator Paul Sarbanes and Maryland State Treasurer Lucille Maurer. He served on the Carroll County Charter Board in 1991-92, on the Superintendent’s Task Force on the Future of Carroll County Schools, the Board of the Carroll County General Hospital Foundation, and as a Trustee of the Central Atlantic Council of the YMCA’s of the USA. Greg was also a Presedential Elector from Maryland in 2000.

In his earlier tenure on the Council, Greg had a variety of responsibilities, serving as the Council’s President Pro Tem; Chair of the Finance Committee; and Vice Chair of the Committees on Public Safety, Economic Development and Community Affairs, and Public Works.  He also served as the Council’s representative on the City Parks Board, the Carroll County Cable Regulatory Commission, the Carroll County Arts Council, and the Westminster Town Center Corporation.
