MINUTES OF CITY COUNCIL MEETINGS

CITY OF WESTMINSTER, MARYLAND
DECEMBER 24, 2002

QUORUM:

A Special Meeting of The Mayor and Common Council was held in the City Hall Council Chambers, located at 1838 Emerald Hill Lane, on the morning of December 24, 2002, at 11:00 a.m. Mayor Dayhoff; Council President Halstad; Council Members Albert, Pecoraro, Ferguson, and Chiavacci; Department Head Beyard; City Attorney Walsh; Westminster City Police Chief Joneckis; and City Clerk Taylor were present.

ORDINANCES AND RESOLUTIONS:

Mr. Walsh explained that the purpose of the Special Meeting was to consider Resolution No. 02-20 – Adoption of Financing for Parking Control Equipment, Meter Replacements and Enforcement Hardware/Software. The purchase was discussed and approved at the December 9, 2002 Meeting of the Mayor and Common Council. The financing document package requires passage of a Resolution approving the financing. Mr. Ferguson recused himself from participating in the discussion and the vote on the matter. Mr. Chiavacci moved to Suspend the Rules of Order and Procedure with respect to Resolution No. R02-20. Mr. Pecoraro seconded and the Motion duly passed. Mr. Pecoraro moved to adopt Resolution No. R02-20. Mrs. Albert seconded, and the Motion passed unanimously.

Council President Halstad adjourned the Meeting at 11:15 a.m.
