MINUTES OF CITY COUNCIL MEETINGS

CITY OF WESTMINSTER, MARYLAND
MAY 19, 2003

QUORUM:

            The Biennial Organizational Meeting of The Mayor and Common Council was held in the City Hall Council Chambers, located at 1838 Emerald Hill Lane, on the evening of May 19, 2003, at 7:00 p.m.  Mayor Dayhoff; Council President Halstad; Council Members Albert, Ferguson, Chiavacci, and Wack; Department Head Beyard; City Attorney Walsh; Police Chief Joneckis; and City Clerk Taylor were present. 

            The Clerk of the Circuit Court for Carroll County, Larry W. Shipley, administered the Oath of Office to re-elected Common Council Members Albert, Ferguson, and Wack.

            On Motion of Mr. Chiavacci, seconded by Mr. Ferguson, Mr. Halstad was unanimously declared Council President.  Mr. Ferguson then moved that Mrs. Albert be appointed President Pro Tem.  Mr. Chiavacci seconded and the Motion was unanimously approved.

            On Motion of Mr. Ferguson, seconded by Mrs. Albert and unanimously passed, the following Committee appointments were approved:

            Committee on Finance and Personnel:  Mr. Ferguson, Chair; Mrs. Albert, Vice Chair.

            Committee on Economic Development and Community Affairs:  Council President

            Halstad, Chair; Dr. Wack, Vice Chair.

            Committee on Public Works:  Mrs. Albert, Chair; Mr. Chiavacci, Vice Chair.

            Committee on Public Safety:  Mr. Chiavacci, Chair; Council President Halstad, Vice

            Chair.

            On Motion of Mrs. Albert, seconded by Mr. Chiavacci and unanimously passed, the following Mayoral appointments were approved:

            Planning and Zoning Commission Liaison:  Mrs. Albert.

            Parks Board:  Mr. Chiavacci.

            Cable Regulatory Commission:  Dr. Wack.

            Town Center Board:  Mayor Dayhoff; Mr. Ferguson.

            Greater Westminster Development Corporation Liaison:  Council President Halstad.

            Historical Society Liaison:  Mayor Dayhoff.

            Arts Council Liaison:  Mr. Ferguson.

            Human Services Programs Liaison:  Dr. Wack.

            Baltimore Regional Transportation Board:  Mayor Dayhoff.

            Paide Community Foundation Advisory Committee:  Mayor Dayhoff and Council    

           President Halstad.

            Council of Governments Representative:  Council President Halstad.

 

            Mayor Dayhoff indicated that he wished to re-appoint Nancy Palmer to the Planning and Zoning Commission.  Mr. Chiavacci moved to so re-appoint Ms. Palmer.  Dr. Wack seconded, and the Motion carried unanimously.

            Mr. Chiavacci moved to hold a closed session immediately following the Meeting in order to discuss a personnel matter pursuant to the State Government Article of the Annotated Code of Maryland, Section 10-508(a)(1).  Mr. Ferguson seconded and the Motion passed unanimously.

            Mr. Beyard introduced Mari Taalmann of Estonia.  Ms. Taalmann would be working for the City as part of the Paide – Westminster Partnership City program.  The Mayor and Common Council welcomed her.

Council President Halstad adjourned the meeting at 7:25 p.m.
