MINUTES OF CITY COUNCIL MEETINGS
CITY OF WESTMINSTER, MARYLAND
MAY 6, 2002
A Special Meeting of The Mayor and Common Council was held in the City Hall Council Chambers, located at 1838 Emerald Hill Lane, on the evening of May 6, 2002, at 7:00 p.m. Mayor Dayhoff; Council President Halstad; Council Members Albert, Chiavacci, and Ferguson; Department Heads Beyard, Dutterer, and Joneckis; City Attorney Walsh; and City Clerk Taylor were present.
The purpose of the Special Meeting was to conduct the Public Hearing on the proposed FY 2002-03 Budget, consisting of the General, Sewer, and Water Funds, and the Capital Improvement Program. City resident Jesse Lockard offered his opinion that property taxes should be a reduced as a house ages. City resident Joe Mish, on behalf of some of the residents of Parr’s Ridge expressed concern that the tax increase would be particularly difficult on the elderly, and his hope that the proposed increase would be cost-effective. City resident and former Councilwoman Rebecca Orenstein spoke in support of the pension enhancement requested by many Westminster City Police Officers. City resident Judy Smith read a letter prepared by her husband, who could not attend, likewise asking that the LEOPS system be adopted for the City Police.
The Mayor advised that the Record would be held open until the close of business May 13, 2002, the date on which the Budget would be formally considered. The Mayor adjourned the Meeting at 6:25 p.m.
