MINUTES OF CITY COUNCIL MEETINGS

CITY OF WESTMINSTER, MARYLAND
JANUARY 7, 2002

A Special Meeting of The Mayor and Council was held in the City Hall Council Chambers, located at 1838 Emerald Hill Lane, on the evening of January 7, 2002 at 6:00 p.m. Mayor Dayhoff; Council President Halstad; Council Members Albert, Chiavacci, Ferguson and Pecoraro; Planning and Public Works Director Beyard; and City Attorney Walsh were present.

The purpose of the meeting was to consider the Introduction of Bond Ordinance No. 676, providing for the issuance and sale of $2.6 million “Westminster Infrastructure Bonds, 2002 Series A”, to fund the construction of the proposed Longwell Parking Garage. The Bonds will be sold to the Community Development Administration, an agency of the State of Maryland, in connection with the Local Government Infrastructure Financing Program.

Mr. Ferguson and Mayor Dayhoff requested that an amortization schedule, and parking revenue projections be prepared prior to the January 14th Public Hearing on Ordinance No. 676 is held, to positively determine the City’s ability to pay for the parking garage.

Thereafter, on Motion of Mr. Chiavacci, seconded by Mr. Pecoraro and unanimously passed, Bond Ordinance No. 676 was Introduced for First Reading.

The meeting was adjourned at 6:50 p.m. by the presiding officer.
