Public WorksThe Department of Public Works encompasses engineering, street maintenance, utility maintenance, water treatment, and waste water treatment. Public Works provides assistance to all other City departments ranging from project management and bomb threat emergencies, to painting and hanging pictures. This office is charged with the responsibility of acquiring new water sources to meet the needs of the system during drought conditions and holds a seat on the County Water Resources Coordination Council.
Street Department - The Street Department is responsible for street maintenance, snow removal, storm drains, City buildings and grounds; solid waste collection and disposal, and special event support.
Trash Pickup - Waste Management is provided by the Street Department with household trash being subcontracted to Ecology Services. The City handles bulk trash, yard waste, Christmas tree pickup, leaf vac, and yard waste removal.
Water Treatment - The City of Westminster owns and operates two community water systems serving the City and areas beyond the corporate limits. The existing and planned service area is located in central Carroll County and covers approximately 8,097 acres. The City's new multi-million dollar state-of-the-art facility, Cranberry Water Treatment plant is now fully operational and is the first using membrane technology in the state of Maryland.
Wastewater Treatment - The community sewage system serving the Westminster area is located centrally in Carroll County and contains approximately 7,780 acres. The original system has been in existence since 1935. The sewage collection system includes 11 sewage pumping stations and approximately 160 miles of sewer mains and the City maintains them.
Engineering is responsible for City capital projects and the inspection of development infrastructure that will become part of the inventory to be operated and maintained at taxpayer expense. The Senior Engineer works closely with contracted engineers of their respective disciplines and acts as project manager, coordinating activities associated with funding, construction and inspection. The engineer supervises two construction inspectors who are responsible for insuring proper installation of infrastructures associated with development that will become a component of the City’s operational and maintenance inventory.
Utility Maintenance - The City's Utility Maintenance Department is responsible for the operation and maintenance of the Water Distribution System and Wastewater Collection system, services include repairing water leaks, eliminating sewer blockages, locating and marking lines, reading and maintaining of 9100 water meters in the system, installing water and sanitary sewer services, as well as performing routine and special maintenance of 161 miles of water lines, 438 fire hydrants, the main system and Wakefield Water system, a 122 million-gallon reservoir, two concrete dams. Four elevated storage tanks, and two water booster stations.
