Car Seat Checks

            The Westminster Police Department works with the CRASH Coalition in providing car seat checks for the citizens of  Westminster and Carroll County.  Please contact Maggie Beatty from the Carroll County Health Department at 410-876-4448 for a car seat check appointment.   The following are dates available for car seat checks:

Febraury 6, 2008 from 10:00 a.m. to Noon at the Little Gym in Mt. Airy

February 15, 2008 from 1:00 p.m. to 3:00 p.m. at the Carroll County Health Department

February 20, 2008 from 10:00 a.m. to Noon at the Carroll County Health Department

February 26, 2008 from 1:00 p.m. to 3:00 p.m. at the Carroll County Health Department

Fight Terrorism

For the past several years our country has been threatened by terrorism, both foreign and domestic. This threat to our safety is not mitigated by our low crime rate, our sense of community or our rural location. This fact is evidenced by the reality that several of the 9/11 terrorists lived for a short time in the months prior to the attacks in a motel in Laurel, Maryland.  The United States Department of Homeland Security (D.H.S.) has recently advised that credible intelligence indicates the possibility of additional terrorist acts on U.S. soil between now and our November presidential elections. While there is no firm information as to when, where or how the attacks might occur, they ask that every American remain vigilant in reporting suspicious activity to law enforcement authorities.

Our best hope in disrupting any planned terrorist activity is to identify those involved and subject them to law enforcement scrutiny.  As members of the local business community, you may come in contact with transient individuals in our area.  A small minority of these persons could be involved in terrorist, criminal or drug activity.

The Westminster Police Department is requesting your assistance in reporting any suspicious activities that you may observe which could relate to terrorist or criminal activity.

False Identification

Persons of any nationality attempting to use fake or suspicious identification to obtain housing, goods or services.

Large Cash Transactions

Persons paying for goods or services with unusually large amounts of cash.

Unusual Traffic Patterns

A typical foot or vehicular traffic to and from a location, to include high numbers of out-of-state tags.

Denial of Access

Persons acting in a secretive manner such as by denying normal housekeeping or maintenance staff access to their residence or apartment.

Surveillance

Persons recording or monitoring activities, taking notes, using cameras, maps or binoculars, particularly near sensitive facilities. Materials such as photos, maps, technical specifications or manuals, schematic drawings or written planning documents may also be present.

Suspicious Questioning

Persons attempting to gain information in person, by phone, mail or e-mail regarding sensitive facilities.

Tests of Security

Persons attempting to penetrate or test physical security or procedures at sensitive facilities.

Acquiring Supplies

Persons attempting to improperly acquire explosives, weapons, ammunition, dangerous chemicals, uniforms, badges, flight manuals, access cards or identification for a sensitive facility.

Dry Runs

Persons exhibiting behavior that appears to be in preparation for terrorist activity, such as mapping out routes, playing out scenarios with other people, frequenting sensitive facilities, timing traffic lights or traffic flow, or other suspicious activities.

Deploying Assets

Abandoned vehicles, stockpiling of suspicious materials, or persons being deployed near sensitive facilities.  If you observe these or other suspicious activities, please make note of as many details as possible and provide this information to law enforcement. Do not try to intervene — stay safe and try not to alert the suspicious persons of your intent to report them to the authorities!
